Environmental Policy, Management, and Law (EPML) Program
Professors
Professor Burton, who has his M.A. from San Francisco State University and his Ph.D. from the University of California, Berkeley, is director of the M.P.A. program concentration in Environmental Law and Policy and coordinator of SPA's public law curriculum. Prior to joining SPA, he taught constitutional law and environmental law at the Berkeley and Davis campuses of the University of California. Dr. Burton's specialization is law and public policy with an emphasis on conflict management and the environment. His recent scholarship focuses on the intersection of law, culture, and the environment -- especially the handling of values conflicts over environmental management decision making in both domestic and international contexts.
George Busenberg is an assistant professor in the School of Public Affairs. In 1997 he received his Ph.D. in the area of environmental management and policy from the University of North Carolina at Chapel Hill, School of Public Health. He subsequently completed postdoctoral work at the University of Wisconsin-Madison under a grant from the National Science Foundation, and taught environmental policy at the University of Nevada Las Vegas. His current teaching includes graduate courses in the SPA Concentration and Certificate Program in Environmental Policy, Management, and Law. The topics of his research agenda include processes of policy change, learning and innovation in public affairs, collaborative approaches to environmental decisions, citizen participation in environmental policy, wildfire management, and the prevention of oil pollution at sea.
