Colorado Pulls Out Stops in Bid for 'Race to Top' Aid
November 2009--Colorado's aggressive bid for 'Race to the Top' aid sets a fierce pace for rivals. If the competition for a slice of $4 billion in federal Race to the Top Fund money were a school class, Colorado would be one of the kids sitting up front, furiously taking notes, and leaping up to answer every one of the teacher’s questions. ED WEEK interviews CEPA for this article.

 

 NEW CEPA PUBLICATIONS

 October 2009-- The Colorado Children’s Campaign,  just released Leaving Children Behind: How Colorado’s Fiscal Policies Hurt Our Most Vulnerable Citizens, which focuses on the connection between Colorado’s dramatic childhood poverty rate and the challenges of the state’s fiscal policy structure.  Staff from the Center for Education Policy Analysis (Beverly Buck, Kelly Hupfeld , Tracey O'Brien) and The Centers (Laura Appelbaum, Peggy Cuciti) wrote the report.

 

STUDENTCENTERED FUNDING AND ITS IMPLICATIONS FOR COLORADO: A PRIMER FOR POLICY MAKERS

This report provides a basic background of our current system of financing public education in Colorado and discusses potential opportunities and implications of introducing student-centered funding to the state. 

 

 The Race to the Top Research Consortium is made up of policy analysts at CEPA, Augenblick, Palaich and Assoc (APA) and the Third Mile Group (TMG).  The Consortium has written a set of white papers—Teacher and Principal Effectiveness, Establishing Data Systems and Using Data for Improvement, Turning Around Struggling Schools, and Standards and Assessments—designed to complement papers written by the Colorado Department of Education and the Office of the Lieutenant Governor for Colorado’s RACE to the TOP  process.

Teacher Identifiers and Improving Education Practice:   
This series of five white papers explains how the teacher identifier is being used in Colorado districts and nationwide to improve teaching and learning, and provides advice to Colorado policymakers in creating a statewide teacher identifier.  The authors represent a wide range of perspectives, from researchers to practitioners, focusing on Colorado and examples from across country.

 

Drivers of Choice: Parents, Transportation, and School Choice

Transportation is clearly a consideration to be factored into any discussion of school choice. Yet we know very little about how much it matters in family’s decisions about their children’s school, and almost nothing about how much of a barrier it is to school choice, especially for low-income families.  This project first surveyed the landscape of transportation and school choices in Denver and Washington, D.C.to find out their travel patterns and school choice options.

CEPA to WORK on DOMESTIC VIOLENCE PREVENTION PROJECT
SPA domestic violence concentration director, Barb Paradiso, and the working group on domestic violence prevention at the University of Colorado Denver were just awarded a $750,000 grant from the Statewide Strategic Use Fund of the Colorado Department of Human Services.  Also working on this grant and project at the School of Public Affairs are Sam Cole, Malcolm Goggin, Beverly Buck (CEPA) and Lisa Carlson.   The project will provide more and better school-based counseling about domestic violence issues, and the effectiveness of this model will be tested for further dissemination.
