Bio: Dr. Christine Martell is an Associate Professor at the School of Public Affairs, University of Colorado Denver where she focuses on issues of public finance and policy. Her teaching and research interests include debt policy issues, fiscal federalism, international development, and the development of municipal credit markets in developing countries. Prior to joining University of Colorado Denver in 2000, Dr. Martell earned a Masters in Urban and Regional Planning from Virginia Tech and a Ph.D. of Public Affairs from Indiana University.
