Bio: Todd Ely’s areas of expertise are the financing of state and local public services, education policy, state and local government, and public and not-for-profit financial management. His current research examines the financing of school facilities. Todd is a Doctoral Candidate at New York University’s Robert F. Wagner Graduate School of Public Service where he has performed research for Professor Paul Light on government reform and capacity issues, worked at the Institute for Education and Social Policy, and taught public and nonprofit financial management courses.

Prior to returning to school, Todd worked in management consulting and university administration. He studied political science at Emory University and received a Master of Public Administration degree from The University of Arizona’s School of Public Administration and Policy.
