FAQs for VA Ch.31 VR&E - Voc Rehab

    Begin by completing the VA Education Benefits Checklist.. 

    Once you:

    • Submit your Certification Request (Step 6)
    • Provide all required documents
    • Your VR&E counselor submits a Purchase Order

    Then:

    • VMSS will certify your enrollment to the VA.
    • The Bursar’s Office Third-Party Billing Team will apply a conditional credit to your student account for the estimated amount the VA will pay.
    • After the census date, the university will invoice your VR&E counselor, and the VA will send payment directly to the university.

    Reminder: You must submit a certification request every semester you plan to use your benefits.

    A conditional credit is a temporary credit placed on your student account for the amount the university expects to receive from the VA. It appears on your bill as:

    “Due From VA Chapter 31 Sponsor”

    This amount may change. If it’s reduced, you’ll be responsible for the remaining balance.

    Common reasons for changes:

    • You add or drop a course
    • Your VR&E counselor does not authorize certain charges

    You’ll be notified by email if your conditional credit is adjusted.

    If you’re a Colorado resident and your Purchase Order has been received in Tungsten, the credit is typically applied within 3–5 business days of submitting your certification request.

    If you’re a non-resident, the credit will be applied between census and the first payment due date, after your tuition and fees are finalized.

    • To prevent late fees, a temporary hold will be placed on your account for 30 days.

    The VA only pays in-state tuition and fees. If you’re classified as a non-resident, you’ll be responsible for the difference.

    Yes, but the VA is considered the last payer. Per VA regulations, the university can only certify the net cost of in-state tuition and fees after the application of any waiver, or reduction in, tuition and fees and any scholarship, or other Federal, State, institutional, or employer-based aid or assistance that is provided directly to the institution and specifically designated for the sole purpose of defraying tuition and fees. 

    Examples of funding that reduce your Chapter 31 coverage:

    • Military Tuition Assistance (TA)
    • Tuition Buy-Downs
    • Tuition-Specific Scholarships
    • Departmental Funding (Interdepartmental Invoices)
    • Tuition Remissions
    • College Opportunity Fund (COF)

    You can still use these resources, but they will reduce the amount the VA pays.

    Note: Pell Grants and loans do not reduce your Chapter 31 benefits.

    Important: Late fees and service charges are not covered by Chapter 31. If your paperwork is late, you’ll be responsible for those charges.

    Items not covered by Chapter 31 Voc Rehab benefits include: 

    • Non-Resident Tuition (VA will only pay resident rates, student is responsible for the difference)  
    • Course Drop Fees 
    • Late Fees and Service Charges 
    • Accountable Student Fee  
    • Student Housing/Dining fees 
    • Study Abroad fees  (travel expenses)
